Veterans Management Services, Inc. (VMSI) is pleased to announce that, effective July 1, Paul Toor has been appointed Chief Executive Officer.
Paul brings more than 20 years of experience in federal government contracting, business operations, talent acquisition, and strategic growth. He previously supported VMSI during its early years as Recruiting Director, where he helped establish the company’s recruiting operations and talent acquisition strategy. Since then, he has held senior executive leadership roles overseeing professional services operations, client delivery, recruiting, business development, and organizational growth across multiple service lines.
Throughout his career, Paul has developed extensive expertise across the federal contracting lifecycle, including proposal management, capture strategy, business development, strategic partnerships, project and program management, workforce planning, contract administration, and operational leadership. Before entering the government contracting industry, he proudly served in the United States Marine Corps, where he developed the leadership, discipline, integrity, and mission-first mindset that continue to guide his career.
As CEO, Paul will lead VMSI’s strategic direction, focusing on expanding the company’s capabilities, strengthening partnerships with federal agencies, fostering a culture of accountability and collaboration, and delivering exceptional service and innovative solutions to clients.
As part of this leadership transition, Ken Konkol will assume the role of Chief Service Officer, where he will continue leading VMSI’s service delivery and program management efforts. Throughout his tenure, Ken has played an instrumental role in the company’s growth, operational success, and reputation for delivering exceptional support to our federal customers. In his new role, he will continue to oversee contract execution, program performance, and customer satisfaction while working closely with the executive leadership team to drive operational excellence. Ken’s experience, leadership, and deep knowledge of our organization will ensure a seamless transition and reinforce VMSI’s continued commitment to providing the high level of service our clients and partners have come to expect.
